I have also been having this issue with Orion on Windows 10. For awhile I was just taking my leap out of the vr case, flipping it, and plugging it back in, but I found restarting the service has actually fixed it for me every time so far. In the windows start menu search for services and open it, look for "Leap Service", right click menu > restart. It may produce an error saying it wasn't responding and the status in the services window will not say "Running" as it should. If that happens just right click it again and select start.
