Generally yes. I can't guarantee that it will work in all cases though.

Yes. You can use it. I am working on same setup.Run application on your laptop itself. Use Riftcat Software to mirror your laptop screen to your mobile as VR using Riftcat. For more about Riftcat go through https://riftcat.com/vridge1 .But to mirror your screen to your mobile there is limitation of Riftcat as it supports Oculus 0.6 to 0.8 . Hence you required to use older version of unity 5.3.3 along with older unity assets and older leap motion sdk. I am using leap motion sdk 3.1.2 Its working properly. We don't have a release date for the mobile platform at this time. Unfortunately, we no longer provide the Android alpha SDK.
Is there any other way I could connect leap motion to android? Need to use it for my thesis work. Please do let me know.
Unfortunately, there aren't too many options available. You could try using Riftcat (https://riftcat.com/vridge) but I'm not sure how well that would suit your needs.
